Maximum health degeneration?
I'm thinking about making a Mesmer/Necro build focused on DOT, so I was wondering if there is a maximum number of health degeneration arrows that can be achieved. Thanks .

10 pips, which is I think 20 health per second.

Can health degenerations bet resisted by armor? Let's say "on fire" condition is -7 pips, can good fire resistance decrease that, or is it always gonna be -7?

If "on fire" says it's a certain amount of pips, it's always that much regardless of resistances.
